What resistor do I use to reduce 12v DC to 3 v DC to run LED lighting?

- Not enough info as you fail to tell us the current demand of the led load. What you could do as an experiment, is to use a variable resistor in the line and arrive at the proper voltage under load and then read the value of the resistor shunted across the load and replace it with a fixed value of the proper wattage rating.
- Resistor are used to limit current through an led not voltage.
If you want to get 3 volts from a 12vdc source use a 3 volt regulator.
